"Mr. Th. Schnell, of Port Arthur, left Tientsin yesterday per steamer Wuchang. He takes with him five Chinese officers, who are to go through a course of Artillery instruction in Krupp's works at Essen, and on several German fortifications and fortresses. These officers have passed three years at the Military School of Tientsin under Major Pauli and Lieut. Hecht, and for upwards of a year in the Artillery Officers School at Port Arthur under Mr. Schnell. It is proposed to give them twelve months' instruction in Germany, and if they succeed in aquiring efficiency they will be promoted to the rank of Commanders of forts on their return to China."
